SYS update on the review of SYSRC governance, financial management practices and operational effectiveness (Part 1):

Dear SYSRC Residents:

In early March I shared information with you about a review on the current-state finance and organizational maturity assessment for the Sunbury-York South Rural Community (SYSRC). This review was done jointly with e6 Management Consulting LP.

The objective was to evaluate governance, financial management practices, and operational effectiveness, and to identify opportunities to reduce risk, improve consistency, and strengthen long-term sustainability.

I also shared a 90-day plan to transform SYSRC’s financial system and practices. This plan was divided into three 30-day phases.

We just completed the first 30- day phase of work and have started on the second 30-day phase of work.

Phase 1 was as follows:

  •   First 30 days: Stabilize & Reduce Risk
  •  Goal: Reduce immediate risk and establish clarity.
    • Key Actions
      1.  Establish short-term guiding principles
      2.  Clarify roles and responsibilities for key staff
      3. Tighten immediate financial controls.
      4. Address high-risk policy gaps (e.g., purchasing, credit cards).
      5. Begin reducing paper-based processes.

Key actions #1 to #4 are completed and key action #5 has started.

I will report on key action #1 in a statement tomorrow.

We clarified and formalized the roles and responsibility of staff in conjunction with the HR review being done by MMA. I will report on MMA’s conclusions when their final report in submitted in April.

We tightened financial controls and second signature requirements.

We also developed two policies that are going into in effect:

  • The Purchasing policy spells out how SYSRC buys goods and services and what levels of approval are needed before a purchase can be made. It also ensures there are guidelines for compliance with relevant legislation.
  • The Credit Card Policy outlines how, when and for what purposes the SYSRC credit cards may be used. Also, the approval limits are spelled out for each purchase.

We have now begun work on the Travel and Hospitality Policy. In it we will outline the procedures to ensure expenses are necessary, reasonable and cost-effective. Spending limits and approval structures will also be a part of the policy.

In the coming days we will be providing a link to the policies, which will be posted on our website.

Later this week I will introduce the Phase 2 of the 90-day Plan.
